Does this imply more intelligent spending w/emphasis on infrastructure and creating jobs or will it be sending funds/grants to the local gov that’s sheer waste, i.e., grant money which fund programs that REWARDS officers who’ve written the most citations for traffic violations?

If it’s too big to fail then either a) nationalize or b) break it up.
